I guess you're right in assuming that Viktoria is talking to Lord Melborne, Nell: the curls and the difference in height would fit!

Yes, both definitely Rufus. In the first pic he's wearing the same costume as in the pic Nell posted earlier. And yes, those curls (and that profile) give him away in the second.

It was announced last year that Jenna Coleman will make her triumphant post-Doctor Who return to television in ITV's Victoria - a biopic of the young Queen.
Now actor Rufus Sewell - who plays Lord Melbourne, then-Prime Minister - has told Digital Spy that he's been "working very closely" with Coleman on the ambitious project.
Sewell has shot two months on the eight-part series and will return to set following a Christmas break - shortly before shooting season two of Amazon's The Man in the High Castle.
"Working with Jenna has been delightful," he said. "Melbourne and Victoria were inseparable for the first couple of years of her reign. It was a really lovely relationship - a very close relationship."
Sewell told DS that playing Melbourne was particularly refreshing after his time spent on The Man in the High Castle - in which he plays ruthless Nazi antagonist John Smith.
"It was wonderful - especially straight after playing this Nazi - to be playing Lord Melbourne, who was a gentleman and a very sweet-natured person.
"Equally intelligent to John Smith, but just a completely different type of character and it was almost instantaneous how I went from one character to the other - it was a matter of weeks.
"Being pigeonholed as a bad guy has been an intermittent problem with me over the years. So even if no-one watches Victoria, for me, to be doing something absolutely opposite almost immediately was fantastic - it really flushed it out of my system."
Given the stellar cast - with Torchwood's Eve Myles and The Game actor Tom Hughes among those joining Coleman and Sewell - we suspect that one or two people might just tune in for Victoria...

The program announced Monday at the Television Critics Association's winter press tour that it has acquired ITV's period drama Victoria starring Jenna Coleman (Doctor Who). The series will launch on Masterpiece in early 2017 in the slot that Downton Abbey has called home for the past six years. Downton just kicked off its final season stateside earlier this month.
Coleman headlines the series as Victoria, who suddenly goes from neglected teenager to Queen and must prove her ability to lead her country despite her small stature. The eight-part drama follows Victoria from when she first becomes Queen in 1837 at the age of 18 through her eventual marriage to Prince Albert (Tom Hughes). The cast also includes Rufus Sewell, Alex Jennings, Paul Rhys and Peter Firth.
Victoria was created and written by novelist Daisy Goodwin (The American Heiress), who is known for her in-depth knowledge of Queen Victoria's diaries. The series is a co-production with Mammoth Screen (Poldark) and ITV, and is distributed internationally by ITV Studios.
"Downton Abbey has proved that millions of viewers will turn up year after year for a beautifully-crafted period drama, Victoria has it all: a riveting script, brilliant cast, and spectacular locations. And it's a true story!" Masterpiece executive producer Rebecca Eaton said in a statement. "This is exactly the king of programming Masterpiece fans will love."
Victoria joins Masterpiece's diverse slate of programming which includes such modern-day hits as Sherlock as well as other period dramas including Call the Midwife and Mr. Selfridge, which is also from ITV.
In addition to Doctor Who, which Coleman recently exited, her other credits include Captain America and Dancing on the Edge.
